I'm with Action Figure on this one. That guy is most definitely not the Haitian. Different eyes, different facial structure, and he has hair. That doesn't mean the Haitian wasn't there somewhere, though. But that guy's not him.

I vote for HRG. A bunch of us watched it together on Monday night and all had the same initial thought that it was him. Not to mention, the silhouette of the man walking away looks just like him.
Future Peter was also thrown out as an idea, but I like HRG more, especially since we see Angela talking to, presumably, Bob.

Christian Camargo was hired for season two / season three with jamie hector.

Christian might be this character

A 30- to 35-year-old male with distinctive features who wears a baseball cap. He is an agent working for "a very powerful organization".

So my guess is that Angela both ordered Nathan to be shot and told him to wear a bullet-proof vest. She might not be quite as heartless as we thought, but she's still scary. And strangely enough, I kind of predicted the bullet-proof vest when I said that Peter should pull a "Back to the Future" and give Nathan one before he was shot, though I had no idea it would actually happen (kind of, at least).
Isaac-esque precognitive abilities have manifested in me... but no painting or drugs are involved. I prophesy when I joke... lol

running with the theory that Nathan both organised the shooting and organised to wear a bullet-proof-vest, what motivation would he have for doing that? I just can't see why he would want people to think he got shot...

However, if Angela had planned the shooting, but still wanted Nathan to stay alive without going to the press, then that would've been a good solution. My problem with that theory is that if Angela told Nathan to wear a vest, then she could just as easily have told him not to hold the press conference. Wouldn't that have made more sense?

It would, unless Angela is trying to get Peter more active.

After all, her comment on the phone about opening Pandora's Box is a little too scary for me.

After all, if she does know what Peter's capable of, then she knows that him taking action could possibly be a very god thing, or a very bad thing.

And in my mind, I'm thinking she's of the latter frame of mind. Kind of along the lines of Linderman's original plot, but with him now rampaging all over instead of one nice, big BOOM.
