That does not suggest a clean cut, and we did not see her head. He could have just psychokinetically ripped it off her head, though I did notice the metal through flesh sound right before her death.
I think whats throwing people off is how the blood slowly drippe drown from one end to another. If it was ripped open, then it would of made more mess. Also...there was sound effects when it happened, and i doubt it was the can opener.
It seems pretty obvious if you have a good understanding of comics and science fiction: Sylar seems able to master people's powers more easily than they are able to (an example being his first victime the telekinetic. That guy could barely use his power. Sylar was doing tricks the day after he acquired telekinesis. ) I believe he is slicing open people's skulls using precision PK. Notice the finger motion he makes when doing so. It is similar to those he made when attacking Claire's mother. Basically, he's just using his telekinesis to pull apart people's skin and skull. That's why the cuts are so precise.
As for the brains...yes, I do believe he is eating them - at least a portion. Probably all though, because the entire brain is missing.
I think Sylar cuts straight through the brains. If you cut someone's head perfectly around without going through the brain, they still live. It's been done in surgery many times. It would explain why Jackie died as he cut through, and not after. He can see how things work, so I think it's locating and eating a certain part of the brain rather than eating -all- of it. But then again, they weren't able to find it anywhere at Issac's apt.
Another thing about Sylar cutting skulls: Correct me if I'm wrong, but when he attacked the cheerleader - thinking she was Clair - didn't we see him cutting through her skull, tracing the cut with his finger? At least until Claire interrupted him. That supports the PK method.
I don't hav e the exact text or quote, but when he had Peter on the wall in the latest epsiode he cut it open while saying "Let's see how this works..."
My theory is that he doesn't have to eat or take any part of the brain. He just needs to cut open and see, literally, how that power works and then somehow apply that technique, so to speak, to his own brain.. Maybe that's just the first step (and he needs to take that part of the brain) or maybe he ust likes killing the victims, but is it possible that one could survive after having their powers stolen?
Also, would Sylar ever be able to kill Peter or Claire, through this power-stealing way? If Sylar takes Peter's power, wouldn't he heal and still have the power... or is all of his healing power gone when Sylar takes the powers away?
I beleive more in the eating of the brains. It has been practised for centuries in certain cultures and is thought that you would absorb that persons knowledge and wisdom and also empower that individual.
He definately doesnt just look at it to figure it out. The Primatech scientists said his DNA was changing and it was corrupting him. He couldnt do that by looking.
Id say he eats the whole thing. its always missing. Plus he didnt eat anything in the Burnt Toast Diner, just drank coffee. He was proabably leaving room for BRAAAAINSS....!

No, I don't think that Sylar would be able to kill Peter or Claire through this power-stealing method, but rather only by the removal of the brain, which suggests that he needs to do more than just look at it. If Sylar could acquire a power just by analyzing the brain while it's still whole and intact, for example, in Claire's head, then chances are that there would be no "Save the Cheerleader" because Claire would eventually be able to heal herself, and as Milo has stated in an interview, the only way to probably ensure the death of him/Claire would be to removie their brains or cut their heads off.
This is where the writer's confirmed that he eats brains.
