Executive Order 9066 was issued by a president who is generally considered a humanitarian in other respects, in response to pressure from the public and western states. Another example of fear DIVIDING the country, not uniting it.
Back to Linderman.
Linderman didn't expect to be killed. He was expecting Jessica to come after him (he had the bag of money ready), but not so soon (he said he was surprised to see her). But his faith that Jessica would remain the dominant personality was wrong. And I agree that there weren't any predictions about him which could have guided him, at least not that we know of.

I agree. I haven't read your other thread yet, but I'll get there shortly. Hiro and Ando didn't interact with anyone else who would have affected Linderman's survival (hmm, Sylar, random people in downtown NYC...yep, must be Nathan). Nathan told Jessica and DL where to find Linderman. Maybe he would have anyway - he's pretty slippery, he was prepared to kill Linderman before (as Jessica pointed out), and he had just won election to Congress (maybe he thought he doesn't need Linderman anymore).
Linderman might have survived in loop 2, at least for a while.
I don't what Linderman could have done in loop 2 to convince the public that he was a humanitarian. Letting people know that he orchestrated the destruction in NYC "for our own good" wouldn't work, and supporting a politician's campaign financially would be insufficient.

Not really on topic, but...
Anyone ever think that maybe Mr. Linderman healed Ando?
Remember he was shot in the arm, then in the next episode he is employed by Linderman and miraculously his arm is no longer hurt.
Just something cool I thought of.  |

| Did anyone think that Linderman might not be dead? He has a haling power, like Claire, and it has been shown to work on humans, from the "miracle" performed on Nathan's wife. He wasn't killed really violently or anything, so I think there is a chance he could recover. |

Not destroyed, just damaged, as far as I can see. It does look pretty nasty though:
We don't really see exactly how much damage DL does though, but it's at least enough to knock him out for a while:

The problem is that we don't know that, there is no evidence to show that he can't heal himself, but there is evidence that he probably can because of what happens with Nathan's wife. It's a bit of a tough one to call, really. |

I don't know how tough of a call it is. Lindy is toast, plain and simple. He can only heal other people, otherwise you would have seen his head regenerate. |

Yeah, you're probably right, but hey, it was just a theory. And I know how much people around here love those! 
Anyway, more  , Linderman is pretty clearly dead in "5 years gone", but his legacy seems to live on. By that time, Sylar had taken Nathan's place (imagine what Linderman would have thought of that!), and he is still supporting the act, because obviously it fits in well with his own goals, getting rid of the competition.
Linderman's death in 22 seems like a pretty obvious change to the timeline, no Linderman, no Linderman act? Though, as has been said, maybe it was called that to honour him or something. Hard to say. One way or another it makes a big difference to the future after the bomb goes off, so I wonder if Linderman's supposed "early" death will have an impact or not.

| I think that Linderman's death was indeed a change in the timeline, and if this is the case, then his early death has, in my opinion, taken away all (or most) hope of him gaining popularity among the American public. After all, in "Nothing to Hide," it's clear that he's a suspected mob boss, as mentioned by the reporter that comes to the Petrelli Family brunch. I believe that he did something "humanitarian-like" in the years after the explosion, thus gaining the respect of Americans, which is why the Linderman Act was accepted and passed. |
