Okay so after all this stuff about the watch and the different 7 til things that happen I decided to look around in the 6 months ago ep. I came across what is most likely the reasoning behind the time. If you look when he is talking to Brian Davis ( the real Tk user) Before he kills Brian he is standing next to the store logo which is a giant Clock in the window and the time is 7 til midnight. I doubt this is by accident that his watch that he was working on and the death by the window with that time happen to be the same time. Every villian has a trademark. From the jokers card to the riddlers riddles to gangs symbols I think Sylars trademark is the time from his stores logo to kinda give a hint to his true identity. I believe the watch on his wrist that is broken is the 1917 one that he's been trying to fix forever. Some pivotal moment happened and that's why it broke. I think it might've broke when he killed Chandra by it smashing against the window. The time on his watch I'm not sure of. But I don't think it reads seven minutes to midnight, I believe that was just storyline for the single episode of when the horror at the HS was going to start.

Another thought. That watch had been his obsession/hobby/project for years. he worked diligently to try and return it to its normal order, but now he is working on returning himself into what he feels should be his normal order, that of someone very special. He could also wear it to remind him of his origins and what he was before he had any power.
