Because he was so used to having his powers and he knew he was hurt. The way the actor played it gave the impression that Sylar thought if he grabbed another power, he'd feel better and get past the blockage in his abilities.

Also, remember: Shortly after Sylar met Candace, he tried to use his powers on her. Why do that if - as you say - he could intuitively tell if his powers were working or not?
