Sylar (not HRG) is the Cheerleader's biological dad. Why else would the Horn-Rimmed Glasses Man hire two actors to pretend to be her parents? That means the Horn-Rimmed Glasses Man is a good guy. He is trying to protect his baby girl! Instead of letting his daughter find out her dad (Sylar) is a murderer, he hired two actors to protect her from the truth!!!!
What I'm trying to say is...
Horn-Rimmed Glasses Man = dad
Sylar = biological dad

I hate it when people create theories without thinking them fully-through. But I truly believe that my theory is based in fact.
Usually, when a movie/tv writer adds a side-story to the main story, the side-story usually connects to the main story (In the Scooby-Doo movie, a scence was shown with the Scooby-Doo gang getting rid of Scrappy Doo; at the end of the movie, the viewers find out Scrappy Doo is the villain seeking revenge). So what I'm trying to say is - Why would the Heroes writers make Claire adopted unless it added to the story? There's a reason for everything. The whole theme of the show is connectivity. In the first episode, the viewers find out that Hiro's friend watches videos of Niki, which shows how they are connected. In another episode, the viewers find out that Nathan, Niki, and Hiro all meet up in Las Vegas, showing how everyone is connected. And in another episode, the viewers find out Eden is actually working for Mr. Bennet. And every hero is connected to each other through interactions with Sylar and/or Mr. Bennet. Would it not make sense to make the villian the father of a hero (ex. Star Wars). Doing that would create so much more suspense!
There's a reason why Mr. Bennet hired people (possibly people working for him) to pretend to be Claire's parents. It just wouldn't make sense for her parents to be dead. How does her parents being dead add to the story as a whole? Whenever a writer writes something into the story, that something has to effect the character and everyone else as a whole. That's just my view on good tv!
PS. Maybe the scene Issac and Peter painted is the scene where Sylar confronts Claire for the first time (and Claire finds out Sylar is her real father). If this is true, than that means Mr. Bennet is really a good guy, trying to protect his daughter.
I also like this theory. It would show how he knows about her powers- she got them genetically from her father Sylar. If he's working for the government like some suspect, then that would explain how he knows about Sylar in the first place, and why he's so sneaky beyond just protecting his daughter.
They've been making a real effort to show the good fatherly side of HRG, so I think this theory ties in well with that.

Sorry to post again so quickly, something else just occured to me.
Instead of him knowing of clair's powers because of her father, possibly he came to realize Sylar's powers or mutation because of Clair. It would explain why her mom said when she was young they thought she had a chromosome anomaly. They didn't know about the mutation. They studied it and realized what it was, but are keeping it a secret from clair. Then from there, HRG has spent his life finding more out about "Heroes", tracking them down, and he's probably still tracking Sylar down. All the while, he's also trying to be a good father, causing him to be so darn sneaky.
Anyhoo. This is just some of my own thinking that could help support your theory. Accept or reject it as you please.
I third the theory. I have always felt that H.R.G is a good guy, but the writers lead us to believe he is the antagonist. Case in point: the smoking man on X-files.
wouldnt sylar be looking for his daughter then? and come after HRG first? if i were HRG and were raising sylar's kid i'd be afraid/nervous about him showing up but HRG doesnt seem to be worrying about anything like that. the adoption angle could've played well because in the beginning we thought HRG was bad, which made viewers wonder what was going to happen to claire since she was living with the "bad guy"
Great theory!!! I have to agree that even though HRG has seemed like the 'bad guy', perhaps all he is trying to do is keep Claire safe and protected from Sylar.
If he knew that Matt had seen Sylar, maybe that is why he wanted VooDoo to get all of his memory. Maybe HRG wanted to pick Matt's brain and see what he had seen/heard.
Good thought about the painting as well. I figured Claire was the child of others with powers, but hadn't thought it all the way through to be Sylar.
