I'm not seeing a difference between the glow and shadow effects in the preview section, other than the fact that, when you have a shadow, it overrides the glow, and the glow's color cannot be seen.

Was this intended, a bug, or is it just not showing up correctly on my screen?

This is posted in the effects shop:

"Please note that glow and shadow effects are not supported by all web browsers. In other browsers, these effects will display as a background color."

The glow and shadow look different in different browsers. Sadly there's no way to fix this, it depends on how the browser interprets the CSS.
