I found this on the Heros NBC website under episodes. It was under Episode 4 "Collison" on the 8th slide.
"Peter tells Suresh that he only flew when he was around his brother, and that he drew the future when he was around Isaac. Peter theorizes that he can only do these things when he's around other people with special abilities. To prove it, Peter and Suresh head to Isaac's studio."

About peters Mimic ability it might have the fade affect. Before peter drew the stick figure he helped isaac when he ODed. The ability then faded to the point where he drew the stick figures. As for flight well when he was talking about how his foot hovered in the first episode he was in continual contact with his brother but he was never near his brother till he jumped from the building. But here are the possbilities that I see it so far. Peter can either copy and retain the abilities he mimics and is slowly learning them (why he couldn't fly and drew stick figures of him and his brother). Or he can keep the ability while in close range to the owner of that ability and it will slowly fade when they are not around. Also depending on how long he is around them the more he can mimic them. It is possible that the fade affect would also apply to mimicing the abilities. An example would be if he bumps into someone with an ability and then walks away then he wouldn't get that ability to mimic. Personally I think that once he learns how to use that ability accurately and consistantly he could use it at will when he is near that person. Well these are my thoughts on peters mimic ability after the fifth episode.

why would he have to consume it? i would think that the cells need to be living to benefit him. if he were to absorb the dna, wouldnt it have to replace something? it not like parts of the dna moves over and makes room.

why 'brain' tissue?
wouldnt all cells in the entire body contain the strands of DNA that is needed?
Popular theory shows that the power is in the brain because it what makes the body function. As for eating it, I think it goes along with the old myth of "eating their heart to gain their courage" just with brains and powers.
Eating the brains is perfectly plausable considering the fact that we use at most 10% of the brain. Also Suresh's father had a better understanding on whats going on and he trained sylar too so during the initial training to prove his theories correct he may have said something about how the abilities are created. If they are unique to everyone (meaning if they eventually all have abiliites) then it makes perfect sense to eat the brains of people to gain those abilities. But there must be a major drawback to it. like if someone focus's so much on the body they neglect the mind. In sylar's case I would guess that he may only use one ability at a time or maybe two (his original and one of the abilites he took). or the abilities he takes are taxing on his body and will eventually kill him or have negative effects on his health (gets physically weaker or something that will not kill him but handicap him). Anyways it could also cause sylar get multiple personality disorder (assuming he gains some form of memories from this transfer of powers).
Logically, we all assume that since the brain is gone, he eats them. I disagree completely. I think he is taking the brains, but not eating them. He may be keeping them in jars and the like, preserved, and possibly active, where he syphons there powers.
Just a theory, one that does not include the consumption of brain matter.
As for Peter's mimic ability. I think that he may be able to copy a villian's power, but only the main power.
A thought, if he is near Claire, does he become invulnerable??? o_O

He would have the same weaknesses as Claire would have with her ability. So if you take a pipe and impale his skull with it he would regenerate if you take the pipe out but if you leave it in he will remain "dead"

Hiro to freeze time - we know Hiro asks him if he was Peter. Hiro wasn't sure which passenger he was - so Hiro didn't unfreeze Peter. Peter mimicked and did it himself.
But before any of this - who did Peter mimick when he dreamt of flying? He hadn't met Isaac yet.
Because of his close connection to his brother. Remember, he was so close to his brother, he knew when his brother had an accident, even before the phone call. Maybe it was that closeness that allowed him to have the dreams too.
