I do not believe it has been suggested, unless it was mixed in with another theory. It certainly sounds plausible that HRG awakens or maybe augments the power resting inside a hero. It also could be that through Voodoo he helps them to deal with their power.

I don't think that HRG needs to be a "supervillain" to be an adequate foil.

He might have some way to increase or dampen Heroes powers, but I don't think its a power in its own right. He told Issac he would help him paint without drugs, but if it was a power, couldn't he do it right away?

I think its high research in unlocking or advancing abilities that he uses to teach or help increase you powers so that you dont need to over concentrate or need drugs or squinting til your pants are pooped.

Squinting 'til your pants are pooped eh? I think I prefer "the wobbly face". Anyways, I agree that he brings out other peoples powers but don't think it's a power of his own, just like Hawkdragon said. But I think it uses Voodoo man or some other technological technique rather than just training them. The reason I think this is that he seems to have brought out Matt and Radman's (Ted) powers but Matt doesn't even remember him, so it doesn't make sense that he just taught them how to use their powers. Teachings don't help unless you remember them ... or so my profs tell me |

It's possible, and I have thought of HRG having a power, but I'd like to think he doesn't. No real reason for it, but I like the normal government worker (or whatever org he's in, I'm forgetting at the moment) perspective in all this mess. Especially since he isn't overwhelmed with it all, or trying to destroy them (to my knowledge), but seems to be interested in helping them. He seems to do this simply by teaching them more about themselves and through experience of dealing with other supers. I don't think its a power, just knowledge. Maybe he uses Voodoo to augment it, or to deal with struggling cases such as Matt or Rad. I dunno. I just don't see him having powers.

I agree with CaptainColby. HRG strikes me as a version of Professor X without powers - helping those heroes in the world accept themselves and their abilities and turning them towards something good.
