I didn't see another post about this so I apologize if it's already out there and I figured this makes more sense in Theories than in her abilities thread..
It occurred to me after Niki (I forget her new personalities name) froze that reporter that he had referred to her as the "ice queen". I believe it was part of the title he suggested for his story. I'm trying to remember if there were any relevant statements made to Niki regarding her "being strong" early on that maybe would coincide with her strength manifesting.
What I'm getting at is that maybe Niki's ability isn't just plain old super strength and that there is more to it. I'm struggling to define it but the "ice queen" comment followed later by her actually freezing him stuck with me...
As Wolves_Arsenal pointed out above, we can't be certain that this "Tracy" is really Nikki, just because she looks like her. Here's a quote from a post I made in the S3E1 Discussion Thread:

Here's my thoughts on the whole new persona from "Niki"
This is pure speculation but, something tells me they're going to tie in Nikki's new powers with Mohinder's adrenaline theory. Nikki, trapped in a burning building, without the powers she once had thanks to whatever Bob did to her at the end of last season (am I remembering that correctly? He did hit her with an injection to eliminate her powers..yes?), freaked out, created a new "persona" for herself, with a new power to "protect" her. Her last power was super strength to "protect" her from her father and others who tried to take advantage of her. Her new powers came from needing to survive the explosion and fire.
my theory is like this(not exactly the same as the one)......the three of them nikki/jessica and tracey were allways connectedand all had the ability to use each others ability when needed and whenone dies the gain the ability on apermenant basis thats why jessica was trapped in nikkis body so nikki/jessica/tracey had the potential to weild 3 abilities and nikki had 2 but only shown the one which would obviously be the strength
i bet 20 waffles that they are twins... separated at birth, tracy was adopted by someone and grew up in a completely different lifestyle. i have a feeling they are gonna tie them back together somehow. much like peter and sylar, i also believe they are twins... fraternal not identical. IMO...
Plus Jessica is just niki's mind trying to deal with the ability like bob said in volume 2... i hate having to argue that jessica POSSESSED niki or some crap like that...
i thought it was already confirmed that jessica was niki's older sister that always protected her from their drunk father.... and like a brunette... idk why i think that i believe i read something about it
hmm i dunno bout thatbut i can remember reading that they are all related and im pretty sure that they are triplets.i think that its really thae only wayy that they can make nikkis charactor interesting tbh
nikki sucks, tracey seems to be a decent charactor....i jus hope she isnt acted like that all the time because she has like ALL of nikkis manorisms. did anyone else notice that?
yea from the beginning i have had problems with niki/jessica... i never really liked her as a character, as much as i want tracy to be better i dont know how much im gonna enjoy it. in one of the previews it appears that tracy is jumping off a building about to kill herself. so maybe also not my type
It would be impossible for them to be one and the same.
Tracy clearly has had a long enough political advisory career to garner herself a reputation as being an "Ice Queen"
We find this out the day after Niki dies in an explosion.

Exactly. Tracy was already implanted in the governor's office, and they called Nathan the day after he was shot, which (we were led to believe) was the same day she was in the building that burned and collapsed. I agree with AF, they are two different people.
