I really don't think they'd be referencing dragonball, for one.
Secondly, Akira Toriyama is the creator of Dragonball.

Now, if you're looking for pop culture references, look at Hiro's blog on the official NBC site. He's referenced everything from Kitty Pride of Start Trek To Dungeons & Dragons to Final Fantasy to Chrono Trigger. He actually calls Charlie his 'Marle'. I'm surprised that with the powers Hiro has, we don't see mroe Chrono Trigger references...
Also, when Hiro discovers that he is talking to himself on the phone he hangs up and says "Great Scot" which was a very common line for Scotty on Star Trek.
Certainly the phrase is present in both Star Trek and BTF. There is no way, other than asking the character which one he was thinking to discover which it was, but Star Trek predates BTF, so that is why I wrote it instead.
it could mean both hes a sci-fi geek... so it could have been both really. I do think dragonball has a large stake in Hiero and Ando's interactions... Ando was acting like Hercul the guy with the fro and handle bar mustache who was always talkin crap and would constantly get beat down...cause he had no actual power...just a big mouth...
and it was Ando who referenced spider-man when he convinced Hiero to cheat at the casino

And, also, I wouldn't be the least bit surprised if there is at least a few dragon ball references. Hiro IS japanese, after all, and a geek at that.
Dragonball is the the illegitimate offspring of unmarried parents child of japanese animation. It's only popular in the US and is practically a porno in Japan. There would not/will not be any references to dragonball in heroes.

Given the context and which character spoke it, it really only makes sense as a BTF reference. I don't doubt that Star Trek said it, too, and Hiro has quoted Star Trek in the past, but this being directly related to time travel and paradoxes would be more directly related to the BTF movies.
